if its anything like the problem I had, the modem kept trying to download a firmware update, failed, and then reset and tried again.
You can log into the modem if you know the ip address, and check the diagnostics.
If you are in a house, check all the connectors in the chain from the cable co to the modem. Loose connections will force constant renegotiation.
