Yes well in this instance it is a secondary artery (although I do not frequently drive it) and the school has a 9 foot fence between its yard and the road. And it was 11 am so the kids were in school so. Everywhere else in Canada school zones are 40.
As for whining, you missed the obvious self parody didn't you?
