The never update option is iffy, sometimes it sticks sometimes it doesn't. The only way to be truly sure you'll never be hit with a sudden download is to simply delete its local content.
Other than that, Steam won't try to update games if you're currently playing another game so that you won't get laggy multiplayer due to Steam hogging all the bandwidth.
