In Sloan, I think some quarry guys meet you on the highway and warn you to turn back. Ignore them and proceed to Quarry Junction. Use your varmint rifle to clear out the varmints. Then go a bit further up the highway to Junction 15 Railway Station and make yourself noticeable.
