If you use a shit device, you're going to have a bad experience no matter what the OS is.

I'm using a Nexus S, which by default is carrier IQ free. CIQ is not only a privacy concern, but also a potentially huge security problem waiting to happen. Supposedly Sprint has "disabled" it, but who knows what that really means. I'm not sure what other providers are doing.
The Galaxy you listed should be scheduled for an update to ICS, however, you'd be better off going with the Galaxy Nexus, which comes with ICS by default.
The main reason for this is because of all the different devices out there, software updates are rolled out by the device manufacturer (Samsung) and not Google. Since the latest Android was basically designed for the galaxy nexus, the latest updates can be taken straight from google. These can include security updates, that may take Samsung/whoever upto 6 months or longer to roll out.
