I'll tell you what I am using, but I don't claim it is a good setup, only that it works for me. One of the reasons why I like the barbarian the most is mobility when it matters, and when I had crap for DMG and HP, movement is the only thing keeping me alive.
Warcry with +60 fury
Whirlwind with 100% movement
Sprint with tornadoes
Furious Charge with the +8% max life per enemy hit
Revenge with the 30% chance rune
I dumped WotB (with the 100% dmg) and replaced it with Revenge.
The reason I did this is because it has a ridiculous cooldown and in inferno, there are so many Elite skills which kill you if you stand still too long, I was wasting the whole skill running away. When I had to rely on tornadoes coming out my ass to do damage, the extra 100% dmg was a nice temp boost, but at the same time, it ate all the fury I generated which I needed to use sprint.
Sprint will spawn tornadoes if I move, plus it increases movement speed. This stacks on running, whirlwind, and charge. Warcry boosts armor, but I really use it to keep my fury up. YOu gain fury when you hit, but if you need to run and stall a bit, you will need to generate fury in a hurry.
My basic thing for a normal mob is to pop warcry, pop sprint, whirlwind through the pack, and then pop Charge to backtrack through the pack again. THis will do whirwind damage at 100+ move speed, dropping tornadoes into them, charge does something like 200% per hit and also heals me, and also drops tornadoes, and the tornadoes do like 60%. Not sure if the 60% is total or per hit, and they hit like 5x per second or so. Most normal mobs asplode.
Charge breaks jail and gets me out of arcane really quickly. Depending on the elite skills, you save it to break jail, or you pop sprint, then charge through the elite and hope you drop a tornadoe or two on them, then go back to wailing on them with frenzy.
I went with the + dmg for frenzy because it increases all skill damge (I think). I haven't done any math to see if +crits or sidearm would be better.
Also passives: +armor from vit, +armor from the other whatever skill, and the one which reduces control effects and potentially heals 15% max life. Every time I get attacked by nightmare mobs, 15% of the time they are healing me.
Whirlwind is a crap skill IMO, but it synergises with Sprint and it allows me to pass through mobs to get the fuck out when I need to. So I have two skills to run away, one to help do that quicker, and then 3 skills to heal me.
I *think* charge will heal you if you hit shielded minions, but revenge does not.
I have 0% LOH, 0% life steal.
