haha yeah, they lie. They will tell you anything but the contract says pretty clearly that you will be voluntold for whatever whenever without regard to any statements or promises, and all contractual obligations the government bears in the contract are subject to change at any time for any reason at the government's sole discretion without notice.
So it is not really a lie, it is just encouraged wishful thinking on the part of the recruit.
