What he's saying is that network congestion is caused by too much simultaneous use of of a shitty network, which is code for "oversold." He intimates this when he says that ISPs sign up everybody in the world with the promise of speed (which they can't deliver). He's also arguing that charging you for going over a certain bandwidth limit will not fix a shitty network that's oversold. All it will do is make you afraid to use the alleged speed, which the ISPs hope will make putting too many users on overburdened nodes a non-issue. The bit about TV vs. streaming is not too farfetched. Why would AT&T subsidize your using Netflix when they have their own wonderful streaming TV product they want to sell you? Can't say I blame them too much for that, but it's interesting that their TV product doesn't count against your cap.
