ISPs know what people want. For instance, when google started rolling out their fiber network, COX assured everyone that they didn't want cheap gigabit internet. They claimed that if people did, then they would have obviously offered it by now - which according to COX, would have only required that they "flip the switch". Instead, they argue that customers appreciate paying more for an internet service that is 20X slower than their competitor's. I'm sure if you talk to upper management at any ISP, they would laugh at the idea of overselling services. If anything, they would tell you that they don't sell enough!
