I think google has legitimate reasons to roll out their own network, as shoddy ISPs prevent them and their partners from being able offer new services that would require substantial bandwidth. If no one is willing to offer google's customers access to the requisite infrastructure, then they have no choice to build up their own - and that's exactly what they're doing. Unlike FiOS, who is in the business of offering internet access, google is primarily interested in offering their internet connection as a gateway to their web services, which obviously is their bread and butter. That's why they're offering their low-tier 2mbps (I think that's the speed) for free. Unfortunately for consumers, google's challenge won't be dragging fiber across telephone poles, but inciting the wrath of government on behalf of stone-age service providers crying "MONOPOLY!". Just like with many anti-trust cases in the past, the government will probably stifle innovations in efficiency by levelling the playing field (i.e. not letting the best players play).
