They have the potential to, yes. Just not in the typical sense of how ISPs do. Television stations don't make money by broadcasting shows - they make money broadcasting commercials. If Google ties in their cable TV service with AdSense, they have a viable platform for broadcasting directed advertisements. It's just taking what they already do to the next step, but they can only do that if they have their own network, or if ISPs would offer the necessary bandwidth at a reasonable price with no caveats (not gonna happen).
