Regarding swapping the logic board: Unfortunately many modern drives are tied to their specific boards, swapping it for another of the same type requires you to transfer the error correction info from the old board to the new one before it'll work properly. If the drive is old, it might be worth a shot though you would need a sacrificial drive of the same type.

For a stuck head motor actuator, you can lay the unpowered drive sideways and bang on it lightly from the top with an open palm, though this should be last resort for obvious reasons.
