Not sure my school lines up with all those things, but I did laugh at the "strategic planning" part and the meetings to schedule meetings thing. We have quite a lot more full-time faculty than other places (thankfully). I think the present average elsewhere is about 36% full-time; rest are adjuncts. Adjunct faculty is the Walmart approach to running a college -- same or higher course load at half the salary and no benefits. Excellent way to kill higher education -- hope those administrators enjoy taking on teaching duties when they can't fill faculty ranks (anyone remember what nursing was like when it was a good profession?). Oh well, whatever it takes to make the "consumers" happy.
