Interesting Diabro 3 fact
Did you know that putting a flawless royal diamond in a socketed helm will reduce cooldown of all skills by 12.5%?
Think about that for a minute.
Instead of waiting 10 seconds, you wait 8.75 seconds. If you have items and/or passives contributing to that, you can conceivably reduce that time by half. A 60-second barbarian cooldown could be 30 seconds. More importantly, a much shorter wizard cooldown could be greatly reduced.
One of the better wizard crowd control skills is Black Hole. Another one is Mirror Image, because the "decoy" wizards cast the same things you do. If you cast Black Hole a few seconds ago, they'll almost certainly cast Black Hole. Even though they do only a fraction of your damage, the crowd control is not diminished.
What this means is this: your wizard could potentially alternate between Black Hole and Mirror Image with very little -- if any -- interruption. I'm already doing this with elites and champions, and every wizard knows about it. But . . . BUT . . . think of the possibilities with uber cooldown reduction. You could almost keep elites stunlocked indefinitely while raining down fire on them. If you have something regenerating Arcane Power, you really could do this. If your signature skill is powerful (like, say, Magic Missile aided by Mirrorball and X% increased fire damage and almost constant crits), you could utterly destroy elites without much problem.
Naturally, the game compensates for this in various ways, but this is a path of great effectiveness nonetheless. So you know.
