By Trajan's time, the Roman army had been following the same rulebook for years and years. This is how the next emperor, Hadrian, could expect the Roman army in Briton to build a wall dividing England and Scotland, and then garrison that wall with a show of force that scared the living piss out of anyone coming near it. A bunch of John Waynes couldn't do that.
