I think Blizzard looked at the D2 sorc and got very nervous. That character was insanely overpowered. So that apprehension became the guiding principle of the D3 wizard design. For every positive yin the wizard can do, there is a negative yang that cripples her. Every useful gain in passives is offset by some irritating loss. Actives that used to be powerful in D2 (teleport, frost nova) have been deliberately broken (teleport is just hazardous without crazy cooldown reductions; frost nova is a weak mockery of its godlike counterpart in D2).
The epitome of the D3 wizard design is Glass Cannon. If you want to know all about the D3 wiz, you need look no further than this passive. Glass Cannon gives you a damage increase, but you pay for it with a pretty massive reduction in survivability. The whole character is built like this. Anything that can do you good is offset by something that can harm you or weaken you. Plus, only a few active skills are worth using. The wizard class is infested with pointless crap like Wave of Force and Shock Pulse.
