RE: FallOut 4
Microsoft happened. They destroyed PC exclusives. Their incentives for making the Xbox the AAA lead platform were irresistible. Also, piracy. You can argue all day that the PC piracy thing is overblown, but developers and publishers have a different perception. From the moment consoles connected to the information super tube highway, it was game over for PC as the platform of choice. This will never change unless Microsoft cripples the PC as a gaming choice -- i.e., makes PCs more like consoles -- i.e., reduces user control to the point where piracy ceases to work and every PC you buy or build works the same as every other PC.
Problems with PC:
1. piracy
2. too many random configurations -- support nightmare
3. piracy
The PC will always be the tech high watermark for gaming, but it will never again be the lead platform unless it's reinvented as a console with the illusion of user choices. Valve is working hard at this. You can thank them for reconstituting the glorious PC into yet another console.
