There actually are asset markets. This only weakly works for things like textures, sounds, and certain models. Even then, you're bound to get gamers complaining about how they've seen/heard these assets used before and blah blah.

One of the best chances of reducing the costs associated with making games is to make development easier all around. This is why things like licensing game engines and associated tools has been so common for a while now. I've been thinking VR might be beneficial for modeling and map design, assuming it includes things like accurately tracked 3D input controllers, and I have seen some work being done in this space. How much this helps is TBD, but when you're talking about development costs in the tens of millions, even a 10% savings is substantial.
