There are good to great indie games coming out on Steam all the time but like you said, they always end up getting drowned out by the piles of 8 bit retro platformers, open world survival and early access crapola. Keep in mind though that I'm also burned out on AAAs so there's bias in my comments.
The last thing I played to completion was Axiom Verge, a game that calls itself a "Metroidvania". I don't call it that however as it might as well be Super Metroid in disguise. But more to the point, Axiom Verge was a game developed by a single guy over the past 5 years in his free time, made on the Monogame framework. It's exactly the sort of passion project I want to see more of in the future.
