you guys are idiots,
there are over 2000 satellites in medium earth orbit, and i dont even know how many are in high and low earth orbits.
for HEO, you would obviously need a much larger laser, and its beam-movement would have to be extremely precise and it would be less likely a "private" or government body could slip one of those without telling people. although its geosynchronous capability would be far more lucrative at that altitude.
MEO is also unlikely given the size and precision required.
LEO however, would be the most likely candidate, especially on the international space station, and especially if russia had control of such laser and decided to play a practical joke that everyone else was in one.
of course a ground (or mountain) based laser is monumentally more plausible as a source, it still doesn't hurt to imagine
