In case you're wondering why Focus/Restraint are sought after, I shall explain. Each is one half of the unique set called Bastions of Will. I have copied their properties below:

Focus Restraint
(2) Set: When you hit with a resource-generating attack or primary skill, deal 50% increased damage for 5 seconds.
(2) Set: When you hit with a resource-spending attack, deal 50% increased damage for 5 seconds.

It doesn't take a rocket surgeon to see that these rings are basically cheats. Unless you're an idiot, you can't help generating a constant 50% increase in damage. I strongly suspect that Blizzard will nerf them in some future patch.
