Now I can elaborate on the build.
Primary damage is provided by the four- and six-piece Tal Rasha armor set perks. Monsters have a hard time escaping meteors.
Meteor damage is amplified by Nilfur's Boast boots. Resource-generating and resource-spending damage (i.e., all damage) is increased by the ridiculous Focus and Restraint set rings. And of course, practically every damage gesture is a critical hit, because once you get past about 30% critical hit chance, you might as well have 80% or 90%. And we haven't even added any elemental or area-damage bonuses.
In short, every time the wizard looks at a target, it gets nuked in what the target would consider an unfair and OP way.
Now . . .
Not only are monsters being hit with millions upon millions of damage points, they're being stunned and chilled every time the wizard (unexpectedly and perversely) teleports into the middle of a big crowd of them. Teleport/Calamity provides the stun; Ice Armor (forget what the rune is) provides the chill and extra 80% weapon damage.
Ancient Parthan Defender bracers provide damage mitigation amid stunned enemies. A cubed Halo of Arlyse ring reduces damage even further and generates Frost Nova. If that weren't unfair enough, the Goldwrap belt and the Boon of the Hoarder gem confer massive armor counts every time the wizard picks up gold.
The final insult is that while doing all this, the wizard looks great. I wouldn't even try this build if fashion were threatened.
