The OC doesn't have to be amazing. It just has to be mediocre enough to keep current subscribers with the occasional word-of-mouth buzz (see Making a Murderer) to generate new subscribers.
Plus you can't look at these things in a vacuum. You have to compare it to every other streaming service and when you look at Hulu originals or Amazon Prime, they start to look a lot better. But yeah... HBO has had a long time to perfect the formula so nobody is going to compare to them for quite some time.
The main point to take away is that with all of these options combined, it's justifying more and more cable cutters which is the only thing that matters.
