yes i am close to level 60 now
i have gone up several thousand DPS since then

the reading you were getting was scaled down, but even so, was still inaccurate compared to the actual damage i was doing to bosses, which was something close to 25% of my normal damage
since then i have gone up several thousand DPS, and i'm playing elite now.
this build is very solid, it will scale all the way through ultimate difficulty, nice solid progression with skills and stats all the way. amazing survivability and DPS
ILA's build on the otherhand will surely be a dud.
there is just no otherway of playing this game, if you cant facetank huge mobs throwing death at you, then you really have no other options, unless you enjoy kiting everything, but that is literally the shittiest way you can possibly play this game. you need to kill things quick or you will never level up. later the the EXP gains will be a total crawling drag. if you're not slaying quickly then you will surely drop the game at this point. you will also get your ass kicked a lot.
all the mage classes lack real defense, which leaves crowd control skills, and the CC skills are not worth it. they suck.
it's really facetank or nothing, especially for solo builds and especially if you plan on playing ultimate. and you really only have two options for facetanking.
you can be a shitty wannabe kripparian nightblade crit facetank and pretend you are doing sick teenage critical nightblade damage, which is actually shit, or you can be a shaman tank and survive everything and output a ton of real DPS. the choice is really yours.
both require soldier as the second class.
mage really isn't a solo build. or really worth anything for that matter
