Paid DLC maps always end up destroying multiplayer on PC. Modern Warfare 3 had a serious problem in that if you had any of the DLC maps, the game could no longer match you with people who didn't have that map so you'd never be able to find a single game. this went on for a couple of months until Infinity Ward added an option to disable DLC maps. The dumbest thing is that I never even bought the map in the first place, it was Steam gifted.
It's an annoying practice that shows no signs of slowing down. Payday had the right idea for awhile where only the host needed to have the DLC installed and everyone on that lobby could play it even if they didn't own it themselves, but then they went full-on retard with P2W trash in Payday 2 so who knows.
