since level 12 circle of power grants -60% recharge, it only takes 20% more to reach the cap of 80% (yes, the cap is new. there used to be no recharge cap) this leaves plenty of room for other things you can pack onto your character rather than choosing specific gear for that one specific cooldown mod. additional -20% is easy to find. at least for me it is. i already have armor which grants -24% and two additional pieces of gear which grant -10%
