I found a way to make Spectral Blade insanely powerful, to wit: wear or cube a Shame of Delsere belt, then use or cube a Fragment of Destiny. Configure your skills to synergize with gear and other skills (e.g., use the Ice Blade rune to combine with Teleport's Calamity rune for constant stuns -- helped along by Ancient Parthan Defender bracers and the Bane of the Trapped gem). Monsters are stun-locked while you lap up health and generate a shield with Magic Weapon's Deflection rune. Synergy is your friend.
