I'm pretty sure you really do max your perks at level 252.
In Fallout 4, at level 129 I have 35 happy settlements. In fact, they're so happy that settlers are magically unassigning themselves from tasks and misreporting the number of beds they have. Barrels suspend themselves in midair, and the only serious threat to me are cars that mysteriously fall from the sky.
Translation: if you get to level 252 in Skyrim, you may be the only thing functioning correctly in the game world.
