The texture work in the original game was already more than acceptable for run of the mill gameplay. Some of the static meshes for miscellaneous objects like road trash and general garbage, and the LOD meshes (The far away objects the game renders in place of the real thing to save on render time, mostly used in this game to handle the transitions between wilderness and city areas) had some god awful textures that made the transition between LOD mesh and the actual thing really jarring, which they have improved with this DLC update, though you'll never realize it unless you're actively looking for it.
It's worth mentioning that there were already plenty of mods which improved those weak areas, with the caveat that they would tend to make the game look inconsistent as most mods use very different looking textures from the originals.
Other than that, just like all those 4k/8k texture mods, this DLC is mostly unnoticeable in regular gameplay and probably a waste of space and gpu memory unless you really like to examine objects and world geometry up close for whatever reason. You'd be better served getting model and mesh replacement mods to up the poly count of in-game objects and actors if you've got a beefy video card to drive it.
