Um, no.
Usually, you choose an appropriate Torment tier for farming. T10 is good because you're guaranteed one DB per elite pack with about a 25% chance at two.
If you have the three-piece bonus of the Sage's Journey set (only 2 pieces needed with Ring of Royal Grandeur), you increase the DB drops by 1.
The problem is that even if you teleport past the trash mobs and only hunt elites (and you melt them pretty much instantly), you are not going to get anywhere close to 1000 DBs per hour. More likely, you'll get about 700 in four hours, which is not bad. I mean, it's worth doing, but don't fall for the exaggerated numbers.
I'm not saying that some people can't do this, but they must be doing something like using Raekors on a barb with 2000 paragon, so that they never stop moving at 400 mph.
(Then again, I confess that I can't help stopping to pick up a yellow or blue now and again. Even so . . . )
