I don't understand why you would want to change the difficulty of Skyrim by reducing the availability of crafting ingots. Why not give all the ingots to monsters so that you have a reason to kill them? The rarest ingots would be owned by the hardest monsters. To kill the hardest monster of all, you have to devise an elaborate strategy like the mage assault you were talking about, only much more complicated. You would need certain skills and certain materials, which you could only get by finding reclusive trainers/merchants in dangerous areas. You would also need certain companions to help you. Each brings some indispensable skill to the final battle. These companions would be as hard to find as the trainers/merchants, and you would have to help them with their own quests.

The final monster would be a Skeleton Monkey King who shoots death rays from his fingertips. His minions would look like one of those disgusting little pet monkeys in Pirates of the Caribbean or Indiana Jones, except that they would be skeletons who could fly and shoot acid from their eyes.

One of your reclusive companions could be a beautiful merchant princess whom you would need to romance in order to add her to the party. A big part of the romance process would involve courtly dancing, which would be added to the skill tree. Anyway, the princess would be abducted by the flying skeleton monkeys, and you would have to rescue her as part of the final boss mission.

Man, this is great. I'm pretty sure no one has ever thought of anything like this -- at least not the thing where the minions shoot acid from their eyes.
