The Empire improves every region -- period. There is no province that has not substantially benefited from its presence. Imperials come into a politically fractured area and offer stability, trade opportunities, clean sheets, and Coca-Cola. Quality of life inevitably improves wherever they go. How can anyone not welcome them?
The problem in Skyrim is not the Empire but the Aldmeri Dominion and butthurt on the part of Ulfric and his ilk over the NECESSARY accord between the Empire and the Dominion. That's how you end costly wars.
Supporting Ulfric is a waste of time at best and very destructive at worst. What would you have if you succeeded in running the Empire out of Skyrim? No protection against real enemies -- that's what. You can see this same misguided thinking in Vvardenfell, where the only stability is offered by the unappreciated Empire. What would happen if the Empire pulled out of there? How long would the Great Houses last? The Tribunal is already done for. It's only a matter of time before the whole place succumbs to chaos. The one entity holding this back is the Empire.
Too bad Imperials are such a crappy race to play.
