Yes, the Empire is just Pax Romana, only instead of Scythians and Thracians you have reptiles and kitties. However, unlike the Romans, the Imperials are real colonists. They don't merely conquer and exploit; they put in the work. They leave places better than when they found them. So they're really the British Empire in Roman armor. A sad consequence of enlightened colonialism is that the new owners always go a little too far with something. Some cultural practice has to give way to some new Imperialist mandate, or to get this road or school, you have to trade in your tribal sandals for some proper Wellingtons, etc. Then you have dissension and disaffection, but the Imperialists can't just leave -- they've invested too much, and if they leave, somebody worse will come along, and what will happen to Imperialist "interests"?
The Empire would be irresponsible to listen to malcontent showboats like Ulfric.
Long live the Septims. And plumbing. And hospitals. And designer jeans.
