Of course, nowadays you win wars before they start by putting in Burger Kings and selling cheap cell phone plans. Somewhere in the lore, you will find the Imperials doing the medieval fantasy equivalent of this. The only logical counter-move is fomenting cultural discontent, which is why the elves are still insinuating themselves all over the place.
Elves never bring anything but trouble when they go abroad. Beware of elf diplomats. You can watch them as closely as you like, but you'll never see the pea under the shells. They're tricky and inscrutable, never to be trusted.
