there is no tolerance for vampires in skyrim, having a vampire out in the open, viable to anyone, is definitely not the norm. especially for the capital of skyrim
vampires are literally killed on sight, they are openly considered to be a type of animal not even worthy of communication. there is extreme prejudice for vampires in skyrim, and i think the same goes for the rest of the provinces
and potema the wolfqueen is definitely a historic figure, she definitely reigned as queen some many years before 4E 201 and does appear in a quest.
none of this excludes the possibility of sybille stentor being 500 years old, and a follower or minion of potema.
and nothing excludes the possibility of elsif the fair being related to potema
