also forgot to mention,
learning a material perk in the smithinng skill grants better improvement of item, as usual, and, as i previously mentioned, should add the option to learn how to mine said material from euroland graymane, or whatever his name is, the smith at skyforge,
but also in relation to learning how to mine the material, you also learn where the mines for this material are.
that would put the proper emphasis on these mines, which are not "important feeling"
and give direction

then entering the mine has 4 options.
- pay money per use (more costly depending on material)
- do one or several radiant quests to gain a single entry (typical radiant quests)
- attempt to sneak in at night, which should only yield one patch of available ore, and requires at least 2mins of sneaking effort, or greater depending on material.
- become thane of hold which owns the mine and gain unlimited access (ore still respawns on a normal timer regardless of what option you choose though, i think it takes several in game weeks)
- brute force. kill everyone. higher materials obviously will have better protection which requires being at least 10 character levels above the level you should be using the material anyway

also forgot to mention dragon bones and scales.
killing one dragon should have a 50 percent chance to drop a single bone, or a single scale. and 50 percent chance to drop nothing.
this is in contrast to each dragon dropping 3x scales and 3x bones. or 1x of any material + 3x of any material. typically dragons drop 4-6 pieces of material. per dragon.
