Well, I think that's probably true. There's almost no build that won't work after a certain amount of time. My preference for rogue characters is largely personal and extends to most so-called RPGs. I do think energy/science types in Bethesda's Fallout games are less efficient, both in the sort and long runs, but it's no big deal. Actually, New Vegas tilts toward melee builds, but I think they're boring. Story-wise, it leans disproportionately toward the NCR. That doesn't mean you can't be successful with a science/Legion type.
tl:dr: you can be what you want in Beth's Fallout games, but you should make a rogue/sniper.
