Okay, I'm finally understanding your ideas and I generally like them, especially the interplay between graduated fighting styles, a revamped perk system, etc. -- also the dragon change. That would be the cat's poop.
All Bethesda games probably start as something quite a lot different from what ships. I imagine they consider the kinds of things you're talking about, but then Todd or somebody comes in and wants everything more console-kiddy/MMO friendly.
The problem with Beth games is that they have a main story nobody cares about, side quests and factions that people like, and the rest is Radiant crap and cave-crawling. The only remotely interesting things to do are abusing crafty elements like Enchantment and fiddling with DLC content for about ten minutes.
Fallout 4 is in many ways a seriously terrible game, but they hit on something with the settlement-building part. It's not very well-implemented, but if they put something like this into the next ES and actually polished it, you would have your endgame. But they won't polish it because they never do. I think they want to give modders something to do because modding sells Beth games. Also, they want you to buy DLC, which trumps polish.
Anyway, get to work on that epic modding manual.
