I installed a mod called
Conquest
, which allows you to build a settlement anywhere. It works pretty well, with the following caveats: (1) the mod checks for provisioner supply lines every time you start up the workshop, so you have to sit there for a minute or two while this happens; (2) my supply lines don't seem to be working correctly at my new location, so I'm having to work around this. Otherwise, it works as advertised and lets you create immense settlements anywhere -- the guy in the video above even made one

My new settlement is located not far from Oberland Station at a strange place adjoining both a huge dam/sluice and a little cluster of abandoned houses. At least I hope they're abandoned. They have a raider smell about them, but I've been there for about a week of in-game time and no one has spawned, leaving me in peace to enjoy my experiment/design phase.
This is quite a boon to settlement construction, as you'll see when I spam you with more screenshots in a matter of mere days.
