Well, I can't get the settlement to stabilize. Not sure what's wrong unless it's too close to Oberland Station. It's causing odd glitches with Oberland and other places, and the supply line still won't work, even though the provisioner is showing up correctly. So I disabled the place. Such a shame. So far, I've only found one guy who used Conquest on this place. My settlement wouldn't have been so trader-oriented, but you can see what was possible:
