In spite of the problems, I couldn't abandon this settlement. It's so perfect as a location that I must at least put something here even if it doesn't function completely. In the process of getting the basics set up, it dawned on me how HUGE the area is. You have not only the dam but the little neighborhood on the other side, most of which is flooded, but that's all right because the settlers won't use it.
On the negative side, feral ghouls do spawn in the neighborhood and bumble over to see what's going on. My turrets kill them so quickly I don't pay attention to them. However, the turrets don't care that my industrial water purifier is in the line of sight, so I replaced it with some water pumps closer to the settlement structures. That's the trouble with lots of defense -- you end up destroying half of your build with friendly fire unless you take extra precautions.
