Also, I propose the following law enacted by Congress:
No filmmaker shall begin production on a comedy project without first providing evidence that he or she has completed training in Teh Funny. Such evidence shall include, but shall not be limited to, repeated viewings of the following:
The lonely hermit scene in Young Frankenstein
The Vitameatavegamin episode of I Love Lucy
The entirety of Talladega Nights
Failure to provide such evidence prior to the commencement of a feature-film comedy project shall be punishable by a fine not to exceed $20 million and a term of imprisonment not to exceed eight years.
