The vacuum tube wasn't initially intended to be some sort of logic switch, but rather an amplifier which really opened up the world of active analog circuits. I'd argue it was the same with the transistor if it wasn't for the fact that digital circuits using tubes were already a thing, so it was plainly obvious that those too could benefit from the miniaturization, and other benefits they brought to the table.
