see, there is also unwritten TES lore,
this means that in some areas lore is implied and never written
for example, everything i mentioned on nord tradition of skyrim, on the issue of war with the imperials, was largely based on implied lore of nordic culture.
what exactly was being implied and not written, is that nord leadership is dependent on strength and combat. the ruling nord is the strongest or most fierce nord.
so, given that, i think the orcs presence in skyrim can challenge nords this way
maybe both their traditions are similar.
there is some way to jab at this
