Subject: spell books

i forgot to add this as another "balanced resource"

definitely too easy to obtain in vanilla, something everyone takes for granted, which could do better when far more scarce and/or valuable
the college will have to go unfortunately,

i want to specifically make dungeons and quests related to obtaining spells, or
hand placing them in hazardous locations at least

also, mod exists which adds timers to learning spells, as if it takes time to actually read them.
this is viable as magic will be high level, end game skill, but the timers also seem like an alien intruder, too far a stretch from vanilla.
need to at least some simple requirement for reading spell books, like minimum character level or something.
possibly spell book crafting???
