The original Two Worlds had an absolutely great magic system. You could combine spells for some very powerful effects. The best ones used Necromancy, which you could only learn by finding Necromancers. You could put this on steroids by dividing Skyrim magic into Light and Dark varieties. The Light stuff would be mostly utilitarian and could be easily learned, but you have to master it before learning the Dark stuff, and you can only learn the Dark stuff by finding those isolated NPCs. Some of them should be crazy and dangerous. The most powerful spells are only taught by some mad high-level Draugr lich, who tries to kill you before you pacify him. Then he gives you some nasty quests to complete before you're worthy, etc.
