The PC version of the game also lets you modify the size of objects, using the console. The "model" boat in this picture is actually a resized "real" boat. (In this case, the boat came with other resized objects in a mod, but I have done my own resizing in other settlements.)
Other objects in the room had to be placed with the glitching tricks mentioned above. The radiator had to be rug-placed. All of the objects on the tall shelf on the back wall had to be placed by sinking the shelf, raising it to the needed levels, and positioning the objects. I did this outside on a concrete slab, then "uni-selected" the whole thing and moving it inside. Once there, I realized that the shelf's bound box would not let me move it flush to the wall, so I had to place the shelf on a rug and do the whole thing over.
