You can do all kinds of wacky shit in C with preprocessor directives, but that doesn't mean whatever you do in there is inherent to the language. Setting an option in VB to define array bounds is not "changing the entire programming world" (ever used PASCAL?), it's just coding like a dumbass, even if whatever teach yourself to code in 15 days book you follow states otherwise.
So yes, things you said were incorrect.
