I took a drafting class in high school where we did everything in pencil and paper and had to manually expose and develop blueprints using a stopwatch.

bili: why a laser printer? worried about resoution, or water? If you give an output house a vector file, it will scale and be crisp. If you are worried about the 40$ kind, I guarantee a so-called "iris proof" from a digital pre-press shop will be high quality.
