Did I read somewhere that settlements now at least allow you to build anywhere? If so then I'm going to take a wild guess and say the 4x world size is mostly barren wasteland that is going to heavily rely on the online community to build.
Oh, and people get to nuke your base now... so the 200 hours of fine tuning can be wiped out by a single squad of trolls it appears.
I think I'll once again pass on this. The only thing I didn't mind that much was the West Virginia setting as I assume the game may start you there but you'd ultimately work your way towards DC.
